I guess other people might look at it a bit differently, but I think one of Angel's victims is Wes - Had Angel not pulled them into W&H he might have got into a relationship with Fred at least as quickly, but would not have lost her to Illyria, nor ended up dead as he did. I don't think Angel ever really forgave Wes for kidnapping Connor.
Xander could well be seen as a victim of his fascination with Buffy - although there is the distinct possibility that without him becoming part of the Slayer's inner circle he would have not survived high school. But without Buffy, had he survived, he would not have met Anya, would probably have been in a relationship with A.N Other by now, complete with two functional eyes.
But for most of the cast of both series people are both victim and beneficiary - Cordelia would have died four years or so before she ended up in the coma if Angel hadn't saved her from a vampire, and so on.
